Declares Mississippi's public policy to maintain universally available basic local telephone service at affordable rates and ensure universal access to broadband services

Directs the Mississippi Public Utilities Staff to survey and analyze other states' high-cost funds or universal service funds that help finance telephone and broadband services in underserved, high-cost regions

Requires a written report with recommendations to be submitted to the Governor, Lieutenant Governor, and Speaker of the House within six months of the act's effective date

Report must include information on how other states collect contributions to their funds, fund sizes, how funds are distributed to high-cost service providers, and recommendations on whether Mississippi should create a similar fund
