Requires all school resource officers and security personnel with peace officer powers hired after July 1, 2014 to complete 20 hours of training developed by the Mississippi Department of Education before initial employment.

Training must cover child and adolescent development, cultural competence, building student relationships, de-escalating violent situations, identifying students' social and emotional needs, and due process protections.

School resource officers who fail to complete the required training within the designated timeframe are prohibited from exercising peace officer powers on school property.

Allows school boards to employ security personnel and designate them as peace officers upon taking the required oath and making a bond as required of county constables.

Effective date: July 1, 2014.
