Increases the monthly supervision fee for offenders on probation, parole, earned-release supervision, post-release supervision, or earned probation from $55.00 to $60.00.

Increases the amount deposited into the Community Service Revolving Fund from $50.00 to $55.00 per payment for restitution centers, drug identification programs, and intensive supervision operations.

Maintains allocation of $3.00 per payment to the Crime Victims' Compensation Fund and $2.00 per payment to the Training Revolving Fund.

Allows courts or the Department of Corrections to grant hardship waivers for up to 90 days, and caps the total payment period at 10 years.

Permits imprisonment of offenders financially able to pay but refusing to do so, subject to court findings of financial ability.
