Removes the 300-offender cap on housing state custody offenders in county or regional correctional facilities, allowing the Mississippi Department of Corrections to contract for additional inmates based on discretion.

Specifies that if the Department contracts with multiple counties for state offenders in county facilities, the first facility shall be constructed in Sharkey County and the second in Jefferson County.

Mandates the Department contract with specific county pairs for regional facilities: Marion-Walthall, Carroll-Montgomery, Stone-Pearl River, Winston-Choctaw, Kemper-Neshoba, Holmes and contiguous counties, and Bolivar and contiguous counties.

Permits optional contracting with regional facilities in Yazoo, Chickasaw, George-Greene, Washington, Hinds, and Alcorn Counties, with the Department determining priority order.

Authorizes the Kemper and Neshoba regional facility to house up to 75 additional state offenders beyond existing capacity limits.
