Changes the placement of guides or warning posts on culverts from a mandatory requirement to a discretionary duty of the Mississippi Transportation Commission.

Modifies Section 65-21-1 of the Mississippi Code of 1972 to allow (rather than require) guide or warning posts on either side of culverts as deemed necessary by the Commission.

Maintains existing requirements that culverts be built at least the full width of the road crown and that bridges include banisters on either side.

Takes effect upon passage.
