Consolidates the Leflore County School District and Greenwood Municipal Separate School District into a single countywide district called Greenwood Leflore School District, effective July 1, 2016.

Requires a special election in November 2015 to elect a new five-member board of education for the consolidated district, with members apportioned into two election districts by the State Board of Education.

Transfers all real and personal property from the former districts to the new Greenwood Leflore School District, with the former Greenwood superintendent continuing in that capacity in the consolidated district.

Provides a two-year waiver from accountability calculations and graduation cohort measurements for former Leflore County School District students following consolidation.

Requires the State Board of Education to promulgate rules for implementing the consolidation and directs the Mississippi Department of Education to submit a report by December 1, 2015, with recommendations for improving education quality and efficiency.
