Raises the annual adjusted gross income threshold for financial need eligibility from $36,500 to $39,500 for families with one child under age 21, effective July 1, 2014, and further increases it to $42,500 effective July 1, 2015.

Requires students to submit applications by the deadline set for the Mississippi Resident Tuition Assistance Grant Program and clarifies that residency status shall be determined under the same tuition residency rules in Sections 37-103-1 through 37-103-29.

Mandates that successful completion of required high school coursework be certified by the high school counselor or other school official rather than self-reported by applicants.

Changes income verification method from Internal Revenue Service returns or certified affidavits to completion of the Free Application for Federal Student Aid (FAFSA) and verification process if selected.

Removes the "two-year average" income requirement and changes it to "annual adjusted gross income" for determining financial need eligibility.
