Authorizes the Department of Finance and Administration to sell state-owned real property in D'Iberville, Harrison County, controlled by the University of Southern Mississippi, with a minimum sale price based on averaged appraisals from two certified appraisers.

Authorizes the sale of two parcels of state-owned real property in Hattiesburg, Forrest County (Parcel 1: 3.54 acres; Parcel 2: 3.36 acres) under University of Southern Mississippi control, with sales based on request for proposals evaluating price, proposed use, development scope, projected impact, and timeline.

Requires that all property sales achieve the highest and best value for the university and state, with minimum prices determined by averaging at least two certified appraisals, with one appraiser selected by the Department of Finance and Administration.

Retains all mineral rights to sold properties for the State of Mississippi and directs net sale proceeds to a special fund in the State Treasury for exclusive benefit of the University of Southern Mississippi.

Takes effect July 1, 2014.
