Authorizes distinctive motor vehicle license tags for supporters of 25 organizations and causes, including schools, charities, professional sports teams, and civic groups, effective July 1, 2014.

Establishes $30 additional annual fee for most distinctive tags ($50 for Dallas Cowboys tag), with fees distributed to beneficiary organizations, Mississippi Burn Care Fund, State Highway Fund, and special funds.

Amends existing sections to reauthorize junior college/community college tags, extend deadlines for tag issuance requirements to July 1, 2017, and modify eligibility for Freemasons tag to include persons approved by Master Masons.

Revises distribution of University of Memphis tag fees to benefit Baptist Memorial Hospital DeSoto and Methodist Healthcare Foundation for Methodist Olive Branch Hospital.

Exempts one motor vehicle owned by wounded or injured law enforcement officers from ad valorem taxation if eligible for special license plates under Section 27-19-56.
