Updates precinct boundaries for chancery and circuit court districts statewide to use Census Bureau's 2010 TIGER Line Shape files released in November 2010, replacing previous October 1, 1990 precinct boundaries.

Redistributes judges and chancellors across 20 chancery court districts and 22 circuit court districts, with specified number of judicial positions per district (ranging from 2-4 judges/chancellors per district).

Establishes subdistricts within larger districts where judges/chancellors are elected by voters of specific subdistricts rather than the entire district, particularly in Hinds, Warren, and other multi-county districts.

Requires the Standing Joint Legislative Committee on Reapportionment to file a Split Precinct Block List with the Secretary of State detailing portions of partial or split precincts by census tract and block number.

Takes effect January 1, 2015 to comply with constitutional mandates for redistricting trial courts based on current population data and caseload criteria.
