Designates community mental health centers as the first point of entry for pre-evaluation screening in mental commitment cases, with courts able to use licensed physicians, psychologists, nurse practitioners, or physician assistants if the mental health center is unavailable.

Allows courts in counties with Crisis Intervention Teams to refer individuals to the team for psychiatric or medical services before issuing a commitment writ.

Permits community mental health centers partnered with Crisis Intervention Teams to designate a single point of entry within the county or adjacent county for emergency evaluation and retention.

Clarifies that nurse practitioners or physician assistants conducting examinations must be independent and not under supervision of other examining physicians.

Takes effect upon passage.
