Reenacts the State Grand Jury Act (sections 13-7-1 through 13-7-49 of Mississippi Code) establishing procedures for a statewide grand jury system with 20 members, 15 of which constitute a quorum.

Grants state grand jury jurisdiction over drug-related offenses and crimes involving narcotics, dangerous drugs, or controlled substances occurring in multiple circuit court districts, with the Attorney General authorized to petition a senior circuit judge for impanelment.

State grand jury terms last 12 calendar months with possible 6-month extensions not exceeding 2 years total; the impaneling judge presides and may discharge the jury or limit investigations.

Extends the repeal date for venue provisions governing state grand jury indictments from July 1, 2014 to July 1, 2024 in both section 99-11-3 and the sunset clause of the original State Grand Jury Act.

Establishes procedures for jury selection, witness testimony, subpoena authority, grand jury secrecy, indictment requirements (12 affirmative votes needed), and immunity provisions for compelled testimony.
