SB 2503 Summary

• Extends motor vehicle acquisition moratorium for state agencies through June 30, 2015, but allows agencies with fleets of 50 or fewer vehicles to replace wrecked or irreparable vehicles with Bureau of Fleet Management documentation.

• Redirects all 2014 tobacco settlement installment payments to the Health Care Expendable Fund and transfers $23.1 million from the Health Care Trust Fund to the Health Care Expendable Fund during fiscal year 2014.

• Delays appropriation requirements for the Local System Bridge Replacement and Rehabilitation Program by adding 2014 to the list of years when appropriations are not required.

• Modifies fiscal year 2014 unencumbered General Fund cash balance distributions to direct $286,959,798 to the Working Cash-Stabilization Reserve Fund and transfers $800,000 from the General Fund to the Capital Expense Fund.

• Removes repayment requirements for funds transferred from the Capital Expense Fund in HB 901 (2013) for hail storm repairs and the MAGIC project, and increases House Contingent Fund appropriation from $3.8 million to $5.1 million.
