Creates Section 29-5-2.2 establishing the Department of Finance and Administration (DFA) as the central leasing agent for all state agencies needing office space, with priority given to state-owned buildings when available and cost-effective private buildings when state space is unavailable.

Requires all state agencies (except military, universities, and community colleges) to obtain DFA approval before entering, renewing, or negotiating leases after January 1, 2015, and mandates agencies in Hinds, Madison, and Rankin counties be housed in the Capitol Complex unless relocation would significantly impair public access.

Defines the "Capitol Complex" as a specific geographic area in Jackson bounded by Pascagoula Street, Mill Street, Woodrow Wilson Avenue, Livingston Road, Stonewall Street, Mitchell Avenue, State Street/US 51, Old Canton Road, Lakeland Drive, Interstate 55, and Pearl Street Access Road.

Amends 28 existing sections of Mississippi Code to incorporate DFA's central leasing authority and ensure consistency across state agencies regarding property acquisition, leasing, and disposition.

Establishes procedures for state agencies to request leased space with 180-day notice, requires use of Request for Proposal process for private building leases, and allows agencies to appeal DFA decisions to the Public Procurement Review Board.
