Creates a nonexclusive administrative procedure before the Mississippi Ethics Commission to enforce public records requests, allowing any person denied access to file a complaint with the Commission.

Requires the Commission to forward complaints to the public body head, which has 14 days to file a response, after which the Commission may dismiss or proceed with a hearing.

Authorizes the Ethics Commission to order production of records, require compliance measures, and impose penalties; allows private review of records by the Commission for up to 30 days.

Permits either party to petition chancery court to enforce or appeal Commission orders, with the court conducting a de novo review; allows direct court filing without exhausting administrative remedies.

Effective July 1, 2014.
