Establishes a pilot reentry program in Jackson to help offenders transition from correctional facilities into the community, enhance public safety, and reduce recidivism.

Requires the Mississippi Department of Corrections, Department of Health, Department of Mental Health, and City of Jackson to jointly develop a comprehensive program providing individualized assessments, referrals to employment, substance abuse treatment, mental health services, housing assistance, and other support services.

Creates a Reentry Program Council chaired by the MDOC Commissioner and including representatives from the State Department of Health, Department of Mental Health, and the Mayor of Jackson to implement the program and coordinate with public and private entities.

Requires the council to submit a five-year strategic plan by September 1, 2014, with measurable goals for number of offenders served, housing availability, employment rates, and recidivism reduction, followed by annual reports.

Sunsets the program and council on September 1, 2019, unless the final annual report is submitted earlier.
