Requires the Legislative Budget Office to publish all budget requests submitted by state agencies, special-fund agencies, and general-fund agencies on its website beginning with the Fiscal Year 2016 budget submission.

Mandates that each state agency, special-fund agency, and general-fund agency publish a copy of its own budget request on its agency website beginning with the Fiscal Year 2016 budget submission.

Requires budget requests to include agency mission definitions, duties and responsibilities, financial data, and performance measures developed jointly by the Legislative Budget Office, Department of Finance and Administration, and the agency.

Mandates inclusion of five-year strategic plans in budget requests containing comprehensive mission statements, performance effectiveness objectives, external factors affecting performance, internal management evaluation systems, and prior fiscal year performance evaluations.

Takes effect July 1, 2014.
