Requires the Commissioner of Higher Education and Executive Director of the Mississippi Community College Board to develop a plan addressing prevention of unintended and unmarried pregnancies among older teens by November 3, 2014.

Plan must include incorporation of pregnancy prevention into student success courses, orientation programs, and academic courses where appropriate.

Requires identification of opportunities for student mentorship of younger teens, awareness campaigns, available grants, and partnerships with health centers to promote access to care.

Plan must address specific challenges faced by existing single parents including child care, transportation, and financial aid barriers.

Requires presentation of the completed plan to the Legislature no later than November 3, 2014, with all state agencies directed to provide cooperation and assistance.
