Replaces the term "telephone" with "telecommunications" throughout Mississippi Code sections 77-3-501, 77-3-503, 77-3-505, and 77-3-507 to modernize language in the dual party relay system provisions for hearing and speech impaired persons.

Adds a new definition of "telecommunications" as the transmission between or among points specified by the user of information without change in the form or content of information as sent and received.

Expands the definition of "telecommunications company" to include providers of mobile service as defined by 47 USCA Section 153.

Adds one representative from the Mississippi Wireless Association to the advisory committee that monitors the statewide telecommunications relay access service, increasing committee membership.

Takes effect July 1, 2014.
