Reenacts sections 19-5-303 through 19-5-361 of Mississippi Code relating to Emergency 911 telecommunications services, including definitions, service charges, and provider requirements.

Allows board of supervisors to levy emergency telephone service charges up to $1.00 per month for residential lines, $1.00 per month for Voice over Internet Protocol accounts, and $2.00 per month for commercial lines.

Establishes a Commercial Mobile Radio Service (CMRS) Board consisting of eight members appointed by the Governor to collect and distribute a $1.00 monthly CMRS service charge per wireless connection, with 30% going to the CMRS Fund and 70% distributed to emergency communications districts.

Requires CMRS providers to collect service charges and remit them to the board within 30 days, with providers retaining 1% as administrative fees and the board retaining up to 2% for administrative costs.

Extends the repeal date of these emergency telecommunications provisions from July 1, 2014 to July 1, 2018.
