Establishes open access requirements for intrastate gas pipelines and gas gathering systems to transport carbon dioxide, requiring common carrier treatment on a nondiscriminatory basis.

Defines "gas" as carbon dioxide in all forms including naturally occurring, anthropogenic, manufactured, and processed sources, and establishes definitions for gas pipelines, gathering systems, and related entities.

Grants the Public Service Commission authority to resolve disputes between shippers and carriers by setting just and reasonable fees, terms, and conditions of service based on competitive market factors rather than utility rate-of-return basis.

Exempts pipeline and gathering system operators from public utility classification and certificate requirements, but prohibits discrimination in favor of operators' own gas or affiliate-owned gas.

Provides expedited commission proceedings with hearings within 60 days and final orders within 120 days, allowing interim fees to be set during complaint proceedings.
