Establishes the Mississippi Achievement School District (ASD) within the State Department of Education under a Deputy State Superintendent to manage schools or districts designated "F" for three consecutive years.

Grants the ASD authority to directly operate schools or contract with entities to manage them, control funding (including per-student MAEP and federal grants), and hire personnel under ASD employment rather than local district employment.

Schools in the ASD must remain for a minimum of five years; after two consecutive years of improvement, a transition plan begins, with full return to the district after five consecutive years of improvement unless 60% of parents petition to remain in the ASD.

Allows the State Board of Education to revoke or suspend licenses of superintendents and principals in conservator districts and prohibits licensed employees terminated for good cause in conservator districts from requesting hearings before the school board or State Board of Education.

Effective July 1, 2014.
