Clarifies that public bodies cannot diminish public access to records based on how data is stored, and must provide records in common formats such as CSV, fixed-length, or tab-delimited files when requested.

Requires that staff time and contractual services costs included in public records fees be calculated at the pay scale of the lowest level employee or contractor competent to respond to the request.

Adds a new civil penalty allowing individuals to sue for unreasonable fees charged for providing public records, with liability capped at $100 per violation plus expenses.

Prohibits public bodies from entering contracts that impair public access to records, including records stored in information technology systems.

Effective July 1, 2014.
