Increases death benefits payment from the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund from $65,000 to $100,000 for covered individuals killed or fatally injured in the line of duty.

Expands benefit eligibility to all "covered individuals" (law enforcement officers and firefighters, including volunteers) rather than limiting to law enforcement officers alone.

Establishes initial funding for the trust fund with a $200,000 appropriation, with unexpended amounts and investment earnings retained in the fund rather than reverting to the general fund.

Allows the Department of Public Safety to request transfers from the Uninsured Motorist Identification Fund to the Death Benefits Trust Fund if insufficient funds exist, subject to State Fiscal Officer approval.

Effective date: July 1, 2014.
