Establishes the Umbilical Cord Blood Banking Awareness Program to be administered by the State Department of Health to promote public awareness of cord blood banking benefits.

Requires the department to develop public education campaigns through written materials, brochures, internet, and public service announcements about cord blood banking benefits.

Directs the department to distribute educational materials to healthcare providers including obstetricians, gynecologists, pediatricians, hospitals, clinics, and organizations serving pregnant women, and to promote professional education programs for health care providers.

Prohibits the State Department of Health from using the Umbilical Cord Blood Banking Program for cloning or DNA research purposes.

Allows cord blood banks to prepare and distribute brochures and materials promoting cord blood banking only if first approved by the State Department of Health; effective July 1, 2014.
