Prohibits seclusion, mechanical restraints, chemical restraints, and physical restraints that restrict breathing in public and private schools receiving federal education funding.

Allows physical restraint only as last resort when a student's behavior poses imminent danger of serious bodily injury, less restrictive interventions have failed, and trained personnel continuously monitor the student face-to-face.

Requires school personnel imposing restraint to be certified by state-approved crisis intervention training programs covering de-escalation, positive behavior supports, first aid, and CPR, with exceptions only for rare emergencies.

Mandates immediate verbal/electronic parent notification on day of restraint or seclusion incident, written notification within 24 hours, and debriefing session within 5 school days including functional behavioral assessment and prevention planning.

Requires local school districts and nonpublic schools to submit annual plans and reports documenting all restraint and seclusion incidents, disaggregated by student demographics and disability status, with regulations to be promulgated within 180 days.
