Authorizes the Department of Finance and Administration to use the construction manager at-risk method of project delivery for state construction projects under Section 31-7-13.2.

Allows the department to require the construction manager to procure all resulting construction contracts necessary to complete the project after the manager is selected through competitive procurement.

Exempts all subcontracts between the construction manager and contractors from Section 31-7-13 competitive bidding requirements.

Adds construction manager at-risk contracts to the list of exceptions from bid law requirements in Section 31-7-13(m)(xxxvi).
