Designates a section of U.S. Highway 51 in Crystal Springs from Mississippi Highway 27 to Pat Harrison Drive as the "Tommy Johnson Blues Memorial Highway"

Designates a segment of Mississippi Highway 305 in DeSoto County from Bell Forrest Drive to College Road as the "Lt. Vicky Baldwin Memorial Highway"

Requires the Mississippi Department of Transportation to erect and maintain appropriate signs for all four designated memorial highway sections
