Exempts all state agencies subject to State Personnel Board regulations from State Personnel Board procedures for a two-year period from the bill's effective date.

Reclassifies all employees of such agencies as nonstate service during the two-year exemption period, allowing agencies to dismiss or terminate employees without standard due process protections.

Requires that when an employee is dismissed or involuntarily terminated under this authority, the employee's position and PIN number must be eliminated and the agency cannot add new positions or PIN numbers for four years following elimination.

Mandates that agency heads consult with the Office of Attorney General before taking personnel actions under this section to ensure compliance with applicable state and federal law.

Excludes newly hired employees from the exemption; new hires must still meet existing State Personnel Board employment criteria.
