Reenacts sections 47-5-1001 through 47-5-1014 of Mississippi Code governing intensive supervision programs and electronic home detention as alternatives to incarceration for low-risk, nonviolent offenders.

Extends the repeal date for these program provisions from June 30, 2014 to June 30, 2018.

Requires participants to maintain employment or full-time student status, pay monthly program fees of at least $88.00, perform at least 10 hours of community service monthly, and submit to drug and alcohol testing.

Prohibits sex offenders and offenders with prior felony convictions involving deadly weapons from participating; bars participation when death sentence or life imprisonment is possible penalty.

Establishes that participants are responsible for equipment costs and maintenance of monitoring devices, and that violations may result in arrest and removal from the program by classification hearing officer.
