Consolidates Claiborne County School District and Jefferson County School District into a single "Claiborne-Jefferson Consolidated School District" effective July 1, 2015, with central office located in Port Gibson, Mississippi.

Requires State Board of Education to serve notice by September 1, 2014, and oversee consolidation; mandates special election in November 2014 to elect a new five-member board of trustees for the consolidated district.

Abolishes both former school districts on July 1, 2015, and transfers all real and personal property to the new consolidated district; limits new district's administrative leadership to a maximum of three assistant superintendents.

Prohibits superintendents and trustees from under-performing or conservatorship school districts from serving in the new consolidated district.

Grants three-year waiver from state accountability and assessment requirements for student populations from the former districts; requires State Board of Education to promulgate rules for implementation and requires collaborative planning between affected districts and State Department of Education.
