Consolidates Montgomery County School District and Winona Municipal Separate School District into a single countywide school district called Montgomery-Winona School District, effective July 1, 2016.

New board of education will have five members: three appointed by Winona's Mayor and Board of Aldermen, and two elected by county residents outside Winona's city limits in a November 2015 special election.

Central administrative office located in Winona; administrative leadership capped at three assistant superintendents; superintendents and board members from under-performing or conservatorship districts are ineligible for appointment.

Transfers all real and personal property from former districts to new district; former districts abolished on July 1, 2016; state board must promulgate regulations to implement consolidation.

Students from former Montgomery County School District receive two-year waiver from accountability calculations and graduation cohort metrics; no school closures required except unnecessary administrative offices.
