Amends Mississippi Code Section 19-5-167 to allow the governing authority of a municipality incorporated on or after January 30, 2012, to appoint the five-member board of commissioners for any water and sewer district located within that municipality's corporate limits.

Members currently serving on the board on the date of passage may complete the remainder of their terms before the new appointment authority takes effect.

Thereafter, commissioners shall be appointed for five-year terms, with the municipality's governing authority filling any vacancies at regular meetings.

Previously, boards of supervisors appointed commissioners for water and sewer districts; this change transfers that appointment power to newly incorporated municipalities for districts within their boundaries.

Takes effect upon passage.
