Reenacts sections 47-5-901 through 47-5-909 of Mississippi Code authorizing the Department of Corrections to house state offenders in county jails when state facilities lack capacity.

Extends the repeal date for these provisions from July 1, 2014 to July 1, 2018, allowing the temporary housing arrangement to continue for four additional years.

Maintains the $20 per day maximum reimbursement rate to counties for food and housing of state prisoners, with medical costs paid at negotiated rates or Mississippi Medicaid reimbursement rates.

Allows sheriffs to petition the Commissioner of Corrections to remove inmates from county jails if dangerous behavior or inadequate medical facilities exist, with the commissioner required to respond within 30 days.

Reaffirms legislative policy that county jail housing is a temporary measure to address capacity limitations, not a permanent part of the correctional system's long-term capacity.
