Extends the repeal date of the State Parole Board from July 1, 2014 to July 1, 2016.

The State Parole Board consists of five members appointed by the Governor with Senate approval, serving at the Governor's pleasure.

Board members must have a bachelor's degree or high school diploma with four years of work experience and work full-time without other employment.

The board has exclusive authority to grant and revoke parole, investigate clemency recommendations, and maintain a central registry of paroled inmates available to law enforcement and the public.

An affirmative vote of at least four board members is required to grant parole for capital murder or sex crime convictions.
