Transfers administrative authority for the Victims of Domestic Violence Fund from the State Department of Health to the Mississippi Department of Human Services, effective July 1, 2014

Designates the Mississippi Department of Human Services as the single state agency for receiving federal grants related to domestic violence, including Victims of Crime Act grants, Violence Against Women Act grants, Family Violence and Prevention Act grants, and human trafficking victim services funds

Caps state funding for any individual domestic violence shelter at $50,000 annually, with shelters required to derive at least 25% of operational costs from local revenue sources (excluding in-kind contributions)

Requires domestic violence shelters to provide 24/7 shelter and crisis hotline services, temporary housing, counseling, and referrals for medical care, legal assistance, and job training to qualify for state funding

Limits administrative costs to no more than 10% of the Victims of Domestic Violence Fund, which receives funding from marriage license fees, federal funds, donations, and legislative appropriations
