Enacts the Mississippi Religious Freedom Restoration Act, prohibiting state action from substantially burdening a person's exercise of religion unless the government demonstrates the burden furthers a compelling governmental interest and is the least restrictive means of doing so.

Applies to all state laws, rules, regulations, and municipal or county ordinances adopted before or after the effective date, unless explicitly excluded by reference.

Allows persons whose religious exercise is burdened in violation of this act to assert the violation as a claim or defense in judicial proceedings and obtain appropriate relief.

Prescribes the official description of Mississippi's great seal, featuring an eagle with an olive branch and arrows, a shield with eleven vertical stripes and eleven white stars, and the inscriptions "THE GREAT SEAL OF THE STATE OF MISSISSIPPI" and "IN GOD WE TRUST."

Permits state agencies to continue using existing stationery and supplies with the pre-July 1, 2014 seal design until depletion, and allows existing seals on public buildings and property to remain until natural replacement.
