Extends the time limit for earned probation eligibility when offenders are assigned to the Youthful Offender Unit (YOU) at Central Mississippi Correctional Facility.

Requires courts to retain jurisdiction over offenders in the YOU and mandates the commissioner notify the court at least 30 days before removing an offender, unless removal is due to rule violations.

Requires a resentencing hearing before an offender can be transferred from the YOU to another facility, where the offender has the right to counsel, present mitigating evidence, and call witnesses.

Prohibits imposing a greater sentence than originally given during the resentencing hearing, and allows the state to present evidence and witnesses for the court's consideration.

Effective date: July 1, 2014.
