Prohibits counties, municipalities, and other local political subdivisions from adopting or maintaining laws, ordinances, or rules that interfere with employers' ability to conduct background checks on employees or job applicants.

Voids any existing or future local ordinances or regulations that limit an employer's access to employee background information.

Declares that local laws restricting employer background checks are unfair and contrary to state law and policy.

States that employers are in the best position to determine the background information needs of their workplaces for safety, security, and productivity purposes.

Takes effect July 1, 2014.
