Amends Mississippi Code Section 69-25-10 to exempt individuals engaged in forestry and silviculture activities from the special permit requirement for cultivating nonnative plant species in plantings greater than one acre.

Maintains the existing permit requirement for non-forestry nonnative plant cultivation exceeding one acre, with permits issued by the Department of Agriculture and Commerce.

Requires permit applicants to submit a surety bond, plant name, legal land description, and estimated removal costs; permits are valid for one year and must be renewed annually.

Authorizes the Department of Agriculture and Commerce to deny permits if the plant is determined to be invasive or poses a nuisance risk, in conjunction with Mississippi State University specialists.

Takes effect July 1, 2014.
