Creates the "Insurance Benefits Roofing Repair Consumer Protection Act" to regulate residential roofing contractors who contract to repair roofs with payment expected from property and casualty insurance policies.

Requires residential roofing contractors to provide insureds with a notice of cancellation in 10-point boldface type before signing a repair contract, clearly stating the right to cancel within 3 business days of receiving written notice from the insurer that the claim is not covered.

Allows insureds to cancel repair contracts within 3 business days after receiving written notice from their insurance company that all or any part of the claim or repair services is not a covered loss, with contractors required to refund all payments within 10 business days except for emergency services.

Prohibits contractors from receiving payment for work performed before the cancellation period expires beyond the scope approved by the insurer, placing the risk on the contractor that work may not be covered by the insurance policy.

Establishes civil and criminal penalties for violations under Mississippi Consumer Protection Law, classifies violations as unfair and deceptive acts, and allows consumers to pursue private civil actions against violating contractors.
