Expands the State Auditor's authority to audit and investigate program funds from the federal RESTORE Act, Gulf Environmental Benefit Fund, and Natural Resources Damages Assessment fees from the 2010 Deepwater Horizon oil spill.

Requires the State Auditor to maintain a public website providing access to audit reports for state and local government entities receiving funds from these programs.

Creates the "Auditor's Enhanced Accountability Fund" within the State Treasury to be funded by entities receiving these federal and settlement funds on a sliding scale basis.

Authorizes the State Auditor to contract with certified public accounting firms to perform audit engagements and to recover audit costs from entities receiving such funds within federal law limits.

Takes effect July 1, 2014.
