Deletes the requirement for the Executive Director of the Public Utilities Staff to appoint a communications engineer position from Section 77-2-9, Mississippi Code of 1972.

Maintains all other required positions including chief engineer, certified public accountant, director of economics and planning, supportive technical personnel, and general counsel.

Renumbers subsequent personnel categories (formerly subsections (e) and (f) become (d) and (e)) to account for the removal of the communications engineer requirement.

Takes effect July 1, 2014.
