Creates a 19-member Commission on the Future of Medicaid and Health Care in Mississippi composed of state executive and legislative officials, agency directors, and the Vice-Chancellor for Health Affairs of the University of Mississippi Medical Center.

Commission shall meet monthly starting no later than July 1, 2014, and study Medicaid quality indicators, managed care usage, eligibility standards, innovative payment models, health insurance exchanges, and primary care capacity.

Commission shall submit initial report with findings and recommendations to the Legislature and Governor by September 1, 2015, and continue with annual reports by September 1 each subsequent year.

Members serve without compensation, with state agencies providing staff support and the commission authorized to create subcommittees including physicians, providers, hospitals, and consumer representatives.

Repeals sections 41-95-1, 41-95-3, 41-95-5, and 41-95-7 of the Mississippi Health Policy Act of 1994.
