Revises eligibility requirements for the Mississippi Eminent Scholars Grant Program for first-time and renewal applicants under Section 37-106-31, Mississippi Code of 1972.

Limits financial aid awards to the cost of attendance as defined by the institution's Federal Pell Grant Budget, preventing combined aid from exceeding this amount.

Requires students earning postsecondary credits at out-of-state institutions to maintain a 3.5 GPA on all credit hours earned at those institutions and complete no more than 30 credit hours to maintain eligibility.

Clarifies that postsecondary credits earned prior to high school graduation, during dual enrollment, or in early admission programs do not disqualify students from being considered "first-time in college" students.

Takes effect July 1, 2014.
