Delays implementation of the motor vehicle insurance verification system to July 1, 2015, requiring six months' notice to insurers before the system becomes operational.

Adds the Mississippi Insurance Department to agencies with regulatory and enforcement powers under the Public Safety Verification Act alongside the Department of Public Safety and Department of Revenue.

Requires the verification system to provide real-time responses to verification requests and daily updated files for jurisdictions unable to handle real-time responses; allows vehicle owners to check insurance status via secure web browser.

Changes civil penalties for uninsured motor vehicle violations to range from $300 (first violation) to $500 (third or subsequent violation), with appeals filed in the county or circuit court where the violation occurred.

Extends the repealer date of the Public Safety Verification Act from July 1, 2018, to July 1, 2020.
