Clarifies renewal procedures allowing identification cards and driver's licenses to expire on the cardholder's birthday and be renewed within six months before expiration, extending late renewal windows from 12 to 18 months.

Modifies terminology throughout from "temporary driving permit" to "regular learner's permit" and updates various statutory cross-references to conform existing license provisions to the new fee schedule.
