Authorizes the State of Mississippi to adopt and join the Interstate Mining Compact through membership on the Interstate Mining Compact Commission.

Establishes that the Governor may appoint a designee to represent the state and perform functions related to the Compact.

Provides that the Mississippi Department of Environmental Quality may pay annual membership dues using funds from Surface Coal Mining Permit Fees or federal Office of Surface Mining Reclamation and Enforcement grants.

Clarifies that Compact provisions and policies do not limit, repeal, or supersede Mississippi state law, and requires Compact bylaws be filed with the Director of the Office of Geology for public inspection.

Allows the Legislature to withdraw the state from the Compact by passing repealing legislation, provided the Governor gives one year's written notice to other member states.
