Amends the nominating process for State Board of Pharmacy appointments, eliminating the requirement that the Governor select from a list submitted by the Mississippi Pharmacists Association and affiliated pharmacy organizations.

Changes board member terms from five (5) years to four (4) years, and limits appointees after July 1, 2014 to two (2) full terms during any twelve-year period.

Establishes a new election-based nominating procedure where licensed pharmacists in each post vote on candidates, with the board certifying the top five (5) nominees to the Governor, who retains discretion to appoint any qualified candidate.

Requires nominees and voting pharmacists to reside in the post where the vacancy occurs, and sets nomination ballot deadlines of sixty (60) days before expiration of term or thirty (30) days following other vacancy types.

Effective July 1, 2014.
