Expands the definition of "absent voter" to include trained or certified emergency response providers who are deployed during absentee voting periods, on election day, or during a declared state of emergency by the President or any state Governor

Allows these emergency responders to vote absentee when absent from their county of residence, joining existing categories such as military members, Merchant Marine, American Red Cross, disabled war veterans, and civilians serving abroad

Extends absentee voting eligibility to spouses and dependents of all categories of absent voters, including the newly added emergency response providers

Effective date of July 1, 2014
